Planning to access home care services? Here’s what you need to know about the important updates coming on 1 Nov 2025.

The Support at Home program, set to commence on 1 Nov 2025, is an initiative by the Australian Government in response to the Royal Commission into Aged Care Quality and Safety. The program aims to support older people to live independently at home for as long as possible. It will replace the Home Care Packages Program and the Short-Term Restorative Care Programme, with the Commonwealth Home Support Programme transitioning no earlier than 1 July 2027.

How will you be benefited from this new program?
  • Increased Support: The program will support an additional 300,000 people by 2034-35, providing higher levels of care for those with complex needs.
  • New Assessment System: From 1 July 2025, older people will be assessed through the Single Assessment System using the Integrated Assessment Tool. This will ensure equitable access to services.
  • Funding and Budgets: The program will offer eight ongoing funding classifications and two short-term care pathways. Indicative budget amounts range from ~$11,000 to ~$78,000 annually.
  • Care Management: Participants will have access to a care partner within a registered provider to help manage their care.
  • Assistive Technology and Home Modifications: Upfront funding of up to $15,000 will be available for assistive technology and home modifications.
  • End-of-Life Pathway: Provides up to $25,000 over three months for older people with less than three months to live.
  • Implementation: The program will be implemented in stages, with home care recipients transitioning to the new program from Nov 2025. The Commonwealth Home Support Programme will transition no earlier than 1 July 2027.
  • Higher Levels of Care: Increased funding for in-home aged care from $61,440 to $78,000 annually.
  • Efficient Pricing: Capped prices and no separate administrative or management fees.
  • Equitable Contributions: Participant contributions will apply only to non-clinical services.
  • Timely Support: Wait times between approval and funding assignment will reduce, targeting three months by July 2027.
  • Expanded Restorative Care: Support increased from 8 weeks to 12 weeks, with available places doubling.
  • Accessing Services: Participants can find a registered provider through the My Aged Care website, the My Aged Care Contact Centre, or an Aged Care Specialist Officer at Services Australia.
